Accused Hit-and-Run Driver Faces Child Porn Charges
Police arrested a suspect after a fatal crash in October and what they found on his cell phone led to more accusations.
WESTCHESTER COUNTY, NY — A White Plains resident accused of a fatal hit-and-run in October now faces child porn charges.
Cesar Ulloa, 28 was first arrested by Westchester County Police on Oct. 22, 2021, the day after a fatal accident in which the operator of a motorcycle was struck and killed by a driver who fled the scene.
Following an investigation by patrol officers and detectives, assisted by investigators in the Real-Time Crime Center, Ulloa was charged with Leaving the Scene of a Fatal Accident, a misdemeanor. After additional investigation, the case was presented to a grand jury by the Westchester County District Attorney’s Office. The grand jury returned an indictment charging Ulloa with Manslaughter 2nd Degree, a felony, and he was arrested on that charge on May 12.

As part of the investigation into the crash, investigators had obtained a search warrant and seized several phones belonging to the Minerva Place resident.
After a joint investigation by county police and the DA’s Office, Ulloa was charged July 1 with two counts of Possession of an Obscene Sexual Performance by a Child, a felony.
