Former Hecker Fink COO and Federal Bar Council Executive Director to Lead Firm’s Strategic Growth, Operations and Innovation
Yankwitt LLP, Westchester County’s go-to law firm for high-stakes, bet-the-company litigation, has named Anna Stowe as its chief operating officer. Stowe brings more than two decades of leadership experience helping elite law firms and nonprofits grow strategically, strengthen their operations and build high-performing cultures.
As COO, Stowe will oversee Yankwitt LLP’s growth, operational development, governance initiatives, business operations and innovation efforts. She will also help guide the firm’s thoughtful implementation of artificial intelligence and emerging technologies across its legal and administrative functions.
“Anna is an experienced and effective leader who understands both what it takes to scale a sophisticated litigation practice and how to preserve the core strengths that make a firm successful,” said Russell M. Yankwitt, founder and managing partner of Yankwitt LLP. “She has helped guide a litigation firm through significant growth, worked at the center of the federal legal community and brings an intentional approach to innovation and change. As Yankwitt LLP continues to grow, Anna will help us build the infrastructure, systems and strategy that support our lawyers, our clients and the firm’s long-term success.”
Stowe joins Yankwitt LLP after serving as chief operating officer of Hecker Fink LLP, where she helped oversee the litigation firm’s expansion into multiple states.
Previously, she served as executive director of the Federal Bar Council, working closely with federal judges, leading lawyers and prominent law firms on the organization’s programming, operations and initiatives.
“Yankwitt LLP has built an impressive platform around exceptional lawyers, sophisticated matters and a strong corporate culture,” said Stowe, who has worked closely with Russell Yankwitt in his leadership roles with the Federal Bar Council. “I am excited to help the firm build for its next stage of growth while preserving the qualities that have made it so successful.”
Stowe’s path to law firm leadership began outside the legal profession. A trained oboist, she began her career in management and operational roles with several of the world’s most respected orchestras.
Stowe earned her J.D., magna cum laude, from Cleveland-Marshall College of Law at Cleveland State University; an M.A. from McGill University; and a B.A., cum laude, from the University of Massachusetts Amherst. She serves on the board of the Sonia and Celina Sotomayor Judicial Internship Program and is a member of its Financial Sustainability Committee.

WCA Unveils New Edition of Westchester’s Real Estate Policy Playbook to Shape Smart Growth and Development
An AI-powered web-based platform will drive coordinated development across the region
WHITE PLAINS, NY (October 1, 2026) – The Westchester County Association (WCA) today published its Real Estate Policy Playbook designed to help local leaders, planners, and stakeholders navigate the policies shaping responsible economic growth and development across Westchester County. Now in its fourth edition, the WCA's Playbook has been completely updated and now includes a brand-new section on critical infrastructure. This expanded real estate development guide is accompanied by a new on-line version enhanced with AI-searchability to keep pace with growing use by leaders across the region.
“Westchester’s future requires a shared, practical framework for managing growth that is accessible to every community and every stakeholder that has a role in the development process,” said Michael N. Romita, President & CEO of Westchester County Association. “This Playbook translates complex policy considerations into actionable guidance, helping leaders make decisions that can expand opportunity, support housing and infrastructure needs, and preserve the qualities that make Westchester an exceptional place to live and work.”
The Real Estate Policy Playbook is created and circulated in collaboration between leading voices across the region’s real estate community, including engineers, architects, land planners, developers, attorneys, brokers, municipal policy experts, and local officials. The latest edition includes a chapter on essential infrastructure to meet the current and future needs of Westchester County, building on previous editions focused on comprehensive planning, housing, energy efficiency and sustainability.
“This fourth edition of the Real Estate Policy Playbook is a collaborative effort that addresses a major barrier to development in our region: ensuring adequate horizontal and sub-service infrastructure to support vertical growth,” said William V. Cuddy Jr., Executive Vice President at CBRE and Chairperson of the WCA Real Estate Task Force. “By presenting practical solutions to address essential infrastructure challenges, we are promoting smart, sustainable growth that will support a stronger future for our region.”
Due to increased demand from leaders across the region's real estate community who rely on the Playbook's resources, the new edition is now available in an online version with AI-functionality. This new resource enables leaders to access Playbook guidance by asking questions in everyday language, and aims to support more efficient planning, clearer decision-making, and economically viable, sustainable development throughout the region. Users can browse the Playbook, search by keyword or meaning, and receive cited answers that link directly to source material.
The Playbook is just one element of the WCA’s efforts to promote smart growth across Westchester and beyond. This year’s edition comes on the heels of WCA’s leadership to enact generational reforms to the State Environmental Quality Review Act (SEQRA) passed earlier this year, and part of the WCA’s ongoing advocacy to advance responsible development and create a stronger economy. This work is guided by the WCA’s Real Estate Committee, which convenes the region’s leading developers, planners, government representatives, and other real estate professionals.
The Policy Playbook is available at westchester.org/wca_policy_playbook.

Among the largest donations ever to a free-standing rehabilitation hospital, the gift will propel Burke as a leader in the future of rehabilitation medicine

White Plains, NY (September 16, 2026) – Burke Rehabilitation®, a leading provider of advanced physical and medical rehabilitation and member of the Montefiore Health System, announced today the acceptance of a historic $20 million challenge pledge from Bill Ackman and Neri Oxman. This gift, one of the largest philanthropic donations given to a free-standing rehabilitation hospital in recent years, will allow Burke to profoundly expand its world-class rehabilitation care for patients recovering from stroke, traumatic brain injury, spinal cord injury, neurological illness, and other life-altering illnesses, injuries, and chronic conditions.
The Ackman/Oxman Challenge will serve as a cornerstone investment to launch the organization’s “Unlock Possible” capital campaign. This ambitious, multi-year effort will enable Burke to transform its facilities, expand access to cutting-edge rehabilitation technology, and pioneer innovation to advance the field of rehabilitative medicine. The campaign will support comprehensive investments across patient care, research, clinical programming, technology, and the healing environment itself, ensuring Burke remains a leader in rehabilitation medicine for generations to come.
“I know firsthand how world-class rehabilitation following a life-altering event has the power to change lives,” said Pershing Square Foundation Co-Trustee Bill Ackman. “I believe deeply in the Burke mission and in the immense power of intensive rehabilitation to restore hope, dignity, independence, and quality of life. My daughter Lucy’s experience navigating traumatic brain injury reinforced just how critical expert rehabilitation care can be. Burke not only helps patients recover physically; it gives families confidence, optimism, and a path forward during incredibly difficult moments. Supporting the advancement and expansion of this work is both deeply personal and profoundly important.”
This gift is the first step of an ongoing relationship between the Ackman/Oxman Family and Burke Rehabilitation aimed at propelling rehabilitative care into the future. The challenge pledge will match dollar-for-dollar philanthropic commitments raised by Burke, up to $20 million, to advance rehabilitation technology, transform patient care environments, expand clinical programs, and ensure more patients have access to intensive rehabilitation across the continuum of care when they need it most.
“This is far more than an investment in an organization; it is an investment in hope, recovery, resilience, and the life changing impact of rehabilitative medicine,” said Scott Edelman, Executive Director of Burke Rehabilitation. “This extraordinary commitment reflects a belief in the critical work Burke performs every day on behalf of the thousands of patients and families we serve each year. As the demand for highly specialized rehabilitation continues to grow, this gift will allow Burke to continue advancing the future of rehabilitation medicine while helping patients regain independence, restore dignity, and rebuild their lives.”
Burke leadership hopes the challenge pledge will inspire broad philanthropic support from grateful patients and families, foundations, corporations, and community leaders who believe in the Burke mission and the future of rehabilitation medicine.
