White Plains Chooses New School Superintendent

The school board dipped into a nearby district for the new hire.

WHITE PLAIN, NY — White Plains Public Schools has chosen a new superintendent of schools.

Pending contract formalities and a site visit, Dr. Joseph L. Ricca, who is currently superintendent for the Elmsford Union Free School District, will take over the reigns July 1, 2017.

He will succeed acting Superintendent Dr. Howard W. Smith.

Board President Rosemarie Eller said the board believes Ricca’s experience, record of success enthusiasm make him qualified to lead the district.

Ricca has been Elmsford superintendent for four years. Prior to that, he was superintendent in East Hanover, NJ.

He holds an educational doctorate from Walden University and did advanced studies at Oxford University in England.

Eller said the board received applications from 40 candidates in 10 state.

The interview team consisted of representatives from staff associations, parents and the community.
