WJCS APPOINTS NEW CHIEF MEDICAL AND HUMAN RESOURCES DIRECTORS

Predecessors Andrew Levin, MD, and Rochelle Bitton retirements announced

WJCS announces the recent appointment of two new members to the executive team: Margarita Munoz-Dummit, MD, as chief medical director and Milagros Rivera, MBA, as human resources director.


“We’re delighted that Dr. Munoz-Dummit has taken the reins of this critical position in our agency. She has exceptional rapport with clients and staff and has contributed significantly to the Westchester community in her years here,” says WJCS CEO Alan Trager. “We’re also pleased to welcome aboard Milly Rivera and look forward to her leadership of our very active HR department.”

Munoz-Dummit has served as a psychiatrist in the WJCS Yonkers and Mount Vernon Family Mental Health Clinics since joining the agency in 1998. She has more than 17 years of post-residency experience treating patients of all ages for various mental health conditions in diverse community settings.

Dr. Munoz-Dummit is board certified in psychiatry and neurology as well as child and adolescent psychiatry. Her residency training included a child psychiatry fellowship and chief residency at Columbia University/New York SPI as well as a pediatric internship at Babies Hospital, currently named Morgan Stanley Children’s Hospital. She is a graduate of New York Medical College and the Sophie Davis Program of City College of the City University of New York.

Dr. Munoz-Dummit is a recipient of the Westchester County Task Force on Child Abuse and Neglect Award and the Champions for Children Award from Family Ties.

Milagros (Milly) Rivera assumed her position as HR director at WJCS in April 2016. Prior to that she was director, human resources at Intercos America, a manufacturing operation in Congers, NY, where she oversaw all aspects of the HR function for a staff of 900.


Prior to that Rivera served as assistant director, human resources at Julia Dyckman Andrus Memorial in Yonkers from 1998 to 2006 managing a myriad of human resources responsibilities, including recruitment and retention, performance management, Workers’ Compensation administration as well as personnel policies and procedures.

Rivera’s career in human resources began in 2000 when she moved from an office manager position to HR coordinator and continuously assumed additional responsibilities.

Rivera has an MBA from Iona College and a Master of Science degree in organizational management and human resources from Manhattanville College. She is PHR certified and a member of the Society of Human Resource Management. In addition, she is an adjunct instructor with Anthem College Online in Phoenix.

Both Dr. Munoz-Dummit and Milagros Rivera are bilinqual in Spanish.

They replace Andrew Levin, MD, former chief medical director, and Rochelle Bitton, director, Human Resources, who have recently announced their retirements after extensive careers at WJCS.
