As noted by the Huffington Post, the delay is because the 15th falls on a little-known holiday: Emancipation Day is April 16th, but will be observed in D.C on the 15th.
Don't expect even more time if the government shuts down, though. The deadline will remain April 18th. However, if there is a shutdown, your refund check could be delayed. IRS Commissioner Doug Shulman encouraged people to file electronically, which will process refunds automatically. A government shutdown would, he admitted, slow the refunds for those filing a paper return.
