Board Of Education Hires Chief Compliance Officer

​The Charlotte-Mecklenburg Board of Education voted to hire a former district executive as its new chief compliance officer.

The Charlotte-Mecklenburg Board of Education voted to hire a former district executive as its new chief compliance officer. Scott McCully, who served as the district’s executive director of planning and student placement from 2000 to 2017, will rejoin CMS on Nov. 6. He left CMS in 2017 to become chief operations officer/senior executive director of student assignment in Guilford County Schools.

McCully will be the first person to hold the title of chief compliance officer. The Board voted to create the position in 2019 and a national search began in 2020.

“We are so pleased to have Scott McCully returning to our district,” said Board Chairperson Elyse Dashew. “His institutional knowledge and strong relationships will be invaluable as he works to foster a culture of compliance within the district.”

Reporting directly to the Board of Education, McCully will be responsible for central oversight and coordination of the District’s compliance and risk management functions. He will work closely alongside the superintendent and the general counsel, who are the Board’s only other direct reports.

“I am pleased to be coming back to CMS and excited to take on this new challenge,” McCully said. “CMS is one of the first school districts in the country to have a compliance officer. School districts work in a heavily regulated environment, making compliance an important element of overall success.”

A native of Kansas, McCully earned a bachelor’s degree from Washburn University of Topeka. He also pursued graduate hours in education administration at Kansas State University. He began his career in the Topeka Shawnee County Metropolitan Planning Agency, working there from 1988 to 1993, when he became the director of demographics and strategic planning for Topeka Public Schools.

McCully’s annual salary will be $170,000.
