Fargo Final Notice And Public Explanation Of A Proposed Activity In A 100-Year Floodplain

The City of Fargo, a Responsible Entity under Part 58, has determined that the following proposed action under the HOME Investment Partnerships Program and HUD grant number M 19-MC-38-0220 is located in the 100-year floodplain. The City of Fargo identified and evaluated practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Fargo has reevaluated the alternatives to building in the floodplain and has determined there is no practicable alternative. The proposed activity would result in the construction of a multifamily rental residential structure consisting of 84 units on a 3.8 acre parcel. The project site is in the 100-year floodplain (Zone AE). Up to $400,000 in HOME funds would be provided to the activity. The proposed project is located 4462 30 Ave S in Fargo, ND, Cass County.
