The certificate of excellence program promotes financial transparency among school districts. To qualify for the award, districts must submit their financial report for review by a team of professional auditors, who then provide feedback for future documents. If the financial report meets the requirements of the program, the document could receive the certificate of excellence.

Participation in the program can facilitate bond rating and continuing bond disclosure processes.
