Here are the top stories in Cleveland today:

  1. The family of 23-year-old Desmond Franklin, who was shot and killed by an off-duty Cleveland police officer in April 2019, is filing a federal civil rights lawsuit for the "unjustified" shooting. A grand jury decided not to indict Jose Garcia, a Cleveland Division of Police officer at the time of the shooting, on any criminal charges in a hearing earlier this year. Franklin was shot by the off-duty cop after he threatened Garcia; the lawsuit from Franklin's family alleged that he used his authority as an officer to intimidate Desmond and a teenage passenger who was also in the car.   2. Governor Mike DeWine ordered for all flags at public buildings and grounds to be lowered to half-staff to honor late U.S. Senator Bob Dole. The former Senate leader and Republican presidential candidate died on Sunday at the age of 98. Said DeWine, "America has lost a hero and a statesman ... I am proud and honored to have had the opportunity to work with and learn from this extraordinary man." Flags will remain at half-staff until sunset on Dec. 9. (Cleveland 19 News)
  3. East Cleveland police suspect foul play after finding a body in a field on Monday morning. (fox8.com)
