  1. A 36-year-old Cleveland man pleaded not guilty at his arraignment Thursday morning to murdering a Garfield Heights woman. David Lykes was indicted on the charges of aggravated murder, murder, felonious assault, and having weapons under disability for the murder of Daytona Thomas. A $2 million bond was set for Lykes.   2. Cleveland Mayor Frank Jackson unveiled his spending plan for the first half of American Rescue Plan money. The proposed expenses include new police and EMS vehicles, small business aid, and home improvement grants for homeowners in distressed neighborhoods. It's unclear how much of Jackson's spending plan will be executed before he leaves office in January, versus how much will be in the hands of the next mayor. (cleveland.com)
