Applications for Vote by Mail must be received by the Board of Elections by noon on the third day (Nov.1) before the election, and completed absentee ballot must be postmarked by Nov. 5, or, it can be returned in-person or by a friend or family member to the Board of Elections by close of voting on Nov. 6th.
