How reliable (honest, open, & responsible) do we consider our key public officials to be?

1.  If two of our three key public officials are duplicitous about 5% of the time

and the other one of our three ... officials is duplicitous only 1% of the time then how reliable is the information from our three key public officials?

2.  If we assume that our ... officials align themselves to spread the same message then what is the answer?

3.  If we assume that our ... officials operate independently of each other then what is the answer?
