What does a bully who sends 3 bomb threats to a school want?

To:  All of the kind people in our community who want to feel safer in an unsafe world,

Please do not infer that I know more than any other community member on the above Title question.  The reason for asking the following questions is to help us understand better what is going on in our community.  I do not consider my questions to be a complete list of all of the useful questions that we might ask ourselves.  And, if I ask a useless question (in your opinion), please do not take offense.  No offense is intended.

I will use the term 'bully' with respect to the perpertrator of the bomb threats.  I know that more than one bully may be involved.

Here is a list of some questions:

1.  What does a bully feel before sending the threat?  Fear? Anger?

2.  What does a bully feel after sending the threat?  Smug?  Satisfied?

3.  When our security people and public leaders must respond with all of their power then what does that tell the bully?  Other potential bullies?

4.  If our security forces are unable to find this bully then is this beginning of a long-term trend ?

5.  Even if this bully is found then do these threats begin a long-term trend?

6.  Who do we know (suspect) that has the skill to send three bomb threats and remain an unknown?  

7.  Could the bully be a parent, alumni, taxpayer, or teacher?  

7.  What if the bully is doing 'dry runs' for a real attack?

8.  What questions are being asked by our security forces?

9.  Is this bully the victim of other bullies from earlier situations?

10.  Do we increase or decrease our risk of loss when we build a large campus with large buildings?
