Why did (our | their) levy 'to improve school buildings' fail?

Was it about the money or was it about the quality of our community conversation?

Was it because:

1.  The little learners do not listen to their teachers?

2.  The teachers do not listen to their union leaders?

3.  The union leaders do not listen to their teachers?

Or, was it because: 

1.  The teachers do not listen to their staff administrative leaders (former teachers)

2.  The staff leaders do not listen to their CEO?

3.  (Their | our)  CEO does not listen to the teachers?

Or, was it because:

1.  The voters (little learners) do not listen to their big teachers -- public officials (2 mayors, 2 CEOs of 2 school districts, 2 directors of 2 library districts, 4 online media platforms, 16 library board trustees for 2 library districts, and ~20 city council people for 2 (city | village) administrations?

2.  Our 60+ public officials do not listen to their obedient servants?

3.  Our obedient servants (who pay the bills) do not listen to their big teachers? 

Or, was it because ... people in our community do not listen to each other?

Could it be that we need to use a listening process rather than a telling process? 

What might happen (if for just one day at a time), we started our day with the reply to each other by saying, "I hear you saying _____?"
