How do we request a public record from our key public information organizations?

How do we get informed if our key public information organizations want to hide?

We have three mayors, two school districts, and two library districts.
In the past, when I requested a public record then I found the procedure for each public organization to be different.

1. Β Should each organization post their procedure on their website?
2. Β Or, should each organization cooperate to create one little special website where our community members can use the on-ramp to request a public record from any one of them?
3. Β Or, should I create the little websiteΒ and invite community members to use the on-ramp to request a public record from any one of our key public information organizations?
Note: Β This gives us a perfect public indicator on how our key organizations reply to their community members.Β 
4. Β Why does the Law Dept. forΒ one of our mayors have city employees sign a gag order to prevent the employee from giving out a public record?
5. Β If an employee gives out the public record (in spite of the gag order) then why can they be fired?
6. Β Does the gag order violate the whistle blowers law? Β Or, does the whistle blowers law only apply at the Federal level?
7. Β In the past, the news media was expected to investigate 'situtations'. Β But, who among us online readers have time to dig out the detail?
8. Β If our key public information organizations do not keep us informed then who will?
