Report on Shaker School Board Meeting - Tuesday, September 10th

The meeting was delayed due to technical difficulty with the proprietary online document system, BoardDocs, which the board began to use last month. The Shaker public page may be seen here  The meeting commenced at 6:14pm with all of the school board members in attendance. Also in attendance was Superintendent Gregory Hutchings and Treasurer Bryan Christman.
 
PUBLIC COMMUNICATION TO THE BOARD
There were no public comments offered during the “Public Communication to the Board” period provided at the beginning of the meeting.

ACTION ITEMS – PERSONNEL
The Board approved all recommended changes in assignments, supplemental contracts, special assignments, leaves of absence, appointments (26 positions), and resignations (7 positions) including Eric Hutchinson, HS Assistant Principal.
 
RESOLUTION TO AMEND THE EMPLOYMENT CONTRACT OF SUPERINTENDENT
The Board approved changing the timing relative to the evaluation of the achievement of Board-approved performance goals. The timing changes were necessitated because of the timing of when the state test results and the District's Report Card are available. Nothing else in the contract changed.  The contract may be seen here and the amendment here

TREASURER’S  MONTHLY FINANCIAL REPORT
The District's fiscal year ends June 30th therefore the July report (here) covers only 1 month. The June Financial Statements, approved but not discussed last month, reflect the entire past fiscal year. Total revenue for FY 2013 was $0.29 million or 0.3% less than FY 2012.  Revenue was $1.67 million or 1.9% above budget primarily due to greater than expected real estate tax collection and greater than expected State revenues. Total expenditures for FY 2013 were $1.43 million or 1.6% greater than FY 2012. Expenses were $1.37 million or 1.5% less than budget primarily due to savings in health insurance and lower salaries and wages than were budgeted.  Total salaries and wages were $0.53 million or 1.1% greater than prior FY. Health insurance was $1.23 million or 13.0% less than prior FY. Net favorable budget variance for FY 2013 was $3.04 million. Financial report for June is here
 
APPROVAL OF 2013-2014 ANNUAL APPROPRIATIONS
After 30 minutes of questions and discussion the board approved the appropriation for 2013-2014. The Annual Appropriations for 2013-2014 may be seen here  The budget calls for expenditures of $89.96 million from the general fund or $1.55 million (1.8%) greater than the $88.41 million expended in FY 2013. The revenue anticipated is $87.95 million or $0.44 million (0.5%) less than the $88.39 million in FY 2013. Net budget for the FY calls for spending $2.01 million in excess of revenue. There was discussion among board members of the need to specifically identify intentional changes directed toward cost containment and the need to be able to quantify cost savings rather than to simply roll changes into budget.

SUPERINTENDENT'S REPORT

The District will be applying for a grant from the Ohio Department of Education's Straight A Fund. Details on the grant program are here
 
BOARD MEMBERS' REPORTS AND HIGHLIGHTS
Annette Sutherland reported that she had enjoyed doing building scans with the Superintendent.
 
EXECUTIVE SESSION
To discuss employee personnel matters, namely the Treasurer's annual evaluation, under Ohio Revised Code Section (ORC) 121.22(G)(1), and preparation for collective bargaining negotiations under ORC Section 121.22(G)(4).
