An officer used pepper spray, aiming it through an open window, to get the man out of the car. The man moved to the passenger's seat, but still didn't get out.

Police then broke the man's driver's side window and unlocked the door. Officers then pulled the man from the car. Bedford Heights rescue teams came to the home, but the driver refused medical treatment.

The driver, a 39-year-old Bedford Heights man, was then taken into custody and moved to the Solon Correction Center. Officers offered the man water to flush his eyes, but he refused.
