To create the rankings, ValuePenguin dug into 2014 FBI crime statistics. They looked by city because it provides the most recent crime data. The company said that not every city and town in Ohio participates in the FBI's stats gathering, so towns with fewer than 5,000 residents were excluded from the study. Further, they were looking specifically at property crimes (like burglary, motor vehicle theft, arson, and larceny-theft), and violent crimes (murder, robbery, aggravated assault, rape).
Then they standardized the data to reflect crimes per 100,000. The adjustment to 100,000 was meant to account for differences in population sizes. Finally, they created an aggregate "crime score" by weighting violent crime at 80 percent and property crime at 20 percent. The logic behind that weighting being that violent crime is more concerning to residents. More slack was cut to larger cities and then everyone was ranked on their final crime score.
