An officer spotted the alleged thief, who was carrying a shirt on a hanger -- not in a bag. He was also carrying a bag that contained a pair of shoes in a box.

The man became "loud and disruptive" when confronted and had to be handcuffed, a report said. He acknowledged he did not have receipts for the merchandise.

But on further investigation, it was determined the shirt had been purchased at Macy's in June.

The man, who lives in Cleveland, refused to explain why he was carrying it now, or why it was on a hanger rather than in a bag.

He also would not discuss the shoes.

Once he calmed down, police removed the handcuffs and he was allowed to leave pending further investigation.
