Construction on the Westlake Elementary School started in 2017. The city and the school district negotiated a land swap to clear space for the building. As part of the agreement, the schools took ownership of a 29.4 acre plot of land near Westlake Porter Public Library.

In exchange, the city took ownership of 42 acres of district-owned property on Bradley Road, as well as the former administration building at the corner of Dover Center Road and Hilliard Boulevard.
