California Woman, Two Romanian Teens Arrested in Skimmer Scheme

Police trying to determine if they are linked to other skimming devices.

A woman from California and two Romanian teens were arrested last week on charges connected to an ATM skimming device that had been hooked up to a machine in a convenience store in Tualatin.

The device - which steals the card information from debit and credit cars - had been discovered by the store manager.

The three were arrested when they returned to retrieve the machine.

Police are trying to determine if they are connected to similar devices located in Beaverton, Tigard, and elsewhere.

The woman was identified as 36-year-old Fiorina Welch of Fullerton, California. She is charged with unlawful factoring of a credit card transaction.

The teens - ages 16 and 17 - are from Romania and are charged with criminal possession of a forgery device, interfering with a police officer, and unlawful factoring of a credit card transaction.
