Man Killed by Gresham Police Was Recruiter in Theft Ring
He was arrested in 2013 and charged as part of a ring that used a DHS account to steal more than $140,000 from local businesses.
The man shot and killed by Gresham Police Tuesday morning has been identified as a 22-year-old who had been convicted of ID theft and heroin charges,
Bodhi Wilson Dean Phelps was confronted by Gresham Police responding to a domestic violence call in the area of 187th and Grant after receiving multiple calls from neighbors.
They originally reported that a woman was screaming for help and being forced into a car against her will.

Moments later another caller said the woman was screaming and banging inside the car.
It's not clear what led to the shooting but police say Phelps was in the street when he was shot.

Phelps died at the scene.
No officer was injured.
The area is expected to be closed for several hours while the investigation continues.
Phelps was one of more than 60 people arrested in 2013 by Gresham Police investigating a massive theft ring that allegedly used a DHS account to steal more than $140,000 from local businesses.
