Washington County Settles Suit with Woman Raped by Teen
Jamie Tinoco was on a supervised outing to an Oregon Ducks game when he slipped away and raped a woman in Eugene.
Washington County has settled a lawsuit with a woman from Eugene who was raped by a teenager who was on supervised trip to an Oregon Ducks football game but managed to slip away from his supervision.
On September 13, 2014, Jamie Tinoco -- who was under the supervision of the county's Juvenile Department after being placed on court-order probation for charges of harassment, drug possession, and burglary - raped and beat a woman after evading his supervisors.
Tinoco's victim filed suit earlier this year, saying that the county did not properly supervise Tinoco and he should have not even be allowed on the trip.

As part of the settlement, the county will pay the woman $666,700, which will come from the county's liability fund.
The county says that in the aftermath of the attack, they conducted a procedure review and made several changes including:

- County-sponsored, pro-social community activities are now limited to volunteer service, educational opportunities, life-skills training, appropriate cultural events and physical fitness.
- Department-wide guidelines have been strengthened to provide standardized supervision practices which apply to all clients involved in any county-sponsored community activities.
Tinoco was convicted of the rape and sentenced to 14 years. He has also confessed to killing a young woman in Washington County, Nicole Laube.
