Mystery Over Man Who Fell from Moving Car — Bag Over His Head, Hands Bound
Police now say he did not give them the complete story.

Oregon State Police say they are trying to unravel the story of a man who was found along the highway, a bag over his head, his hands tied behind his back.
Callers to 911 said that the man had fallen from a silver Dodge Neon.
Witnesses saw two men get out of the Dodge and approach the man, but when the witnesses approached the scene, the two men returned to the Dodge and fled. State police believed that one of the witnesses tried to give the Dodge a flat.

The victim originally told police that he had been kidnapped in Camas, Washington, and that there might have been other victims.
Upon further investigation, based on inconsistencies, police started to believe the man was not being straight with him.

The man, whom they have identified as 57-year-old John McPhail of Camas, was treated and released at OHSU and is now in Clackamas County Jail.
McPhail is charged with initiating a false report and conspiracy to commit theft.
Police are trying to locate 36-year-old Justin Gibson and 33-year-old Joseph Gibson, both of Camas.
They are considered witnesses to this incident. They were last seen driving a 2000 Silver Plymouth Neon with a Washington plate of AYW4837. Anyone with information is asked to call 503-375-3555.
