Here are the top five stories today in Portland:
- As the campaign season in Portland kicked off last year, many deep-pocketed investors and developers each gave as much as they legally could to City Council candidate Vadim Mozyrsky: $250. A part of Portland’s publicly funded election program, Mozyrsky can’t accept anything larger as he vies for the seat held by Commissioner Jo Ann Hardesty. The city program aims to reduce the influence of big money in Portland politics by limiting the contributions participating candidates can accept. In return for capping donations at $250, candidates get their small donations matched nine-fold by the city. The head of prominent real estate firm TMT Development gave $250. So did the co-presidents and vice-presidents of the Downtown Development Group, one of the biggest landowners in the city’s core. The owner and president of real estate firm Killian Pacific, the investment director from Standard Insurance Company, and the head of recycling company Calbag Metals all maxed out at $250. - A man is in police custody at a hospital after he allegedly shot at pedestrians and cars in Southeast Portland late Wednesday night, officials said. Around 9:15 p.m. the Portland Police Bureau, along with the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) responded to the call near 88th and Southeast Flavel Street. Thirty square-blocks of the Lents neighborhood went into lockdown Wednesday as authorities worked to bring the suspect into custody. Neighbors reportedly sheltered in place for an hour. Around 10:30 p.m., SERT officers used ballistic armor to take the suspect into custody. He was taken to a nearby hospital with non-life threatening injuries from a gunshot wound. PPB said it is not clear how he was shot. (KOIN.com)
- With COVID-19 cases and hospitalizations rising, Multnomah County health officials on Wednesday strongly urged the public to wear masks indoors until the numbers drop again. "This is not a mandate but we are asking everyone to put their masks back on for a few weeks as they go to school, work and other indoor events," said Multnomah County Health Officer Dr. Jennifer Vines. On Tuesday, the Oregon Health Authority (OHA) warned that a new COVID wave is underway, with new cases and hospitalizations both surging from their post-omicron low points in the past six weeks. OHA said the wave is largely fueled by the BA.2 version of the omicron variant. (KGW)
- You may have a chance to vote and change Portland's form of government in the upcoming November election. The Portland Charter Commission is proposing changes to who runs the city and how big the city council is. Some of those changes might include Ranked-choice Voting, four new districts with three new members each, adding 12 city council positions And adding a city administrator position to work in tandem with the council and the mayor. - The Oregon Court of Appeals affirmed a recent land use decision that upheld the city of Portland’s right to deny Zenith Energy a permit to operate its Northwest Portland oil tank facility Wednesday. In August, Portland officials decided that Zenith’s transport of crude oil was not in adherence to the city’s climate goals and denied the company a land use permit it needed to obtain the DEQ air permit. Without an air permit, Zenith cannot legally operate. Zenith challenged the city’s decision in October, sending the case to the Land Use Board of Appeals (LUBA). In February, LUBA affirmed the city’s right to deny Zenith the land use document, prompting Zenith to appeal that decision to the Oregon Court of Appeals. On Wednesday, the Oregon Court of Appeals affirmed LUBA’s decision. (Portland Mercury)

- Friends of Noise is proud to present ‘Spring into Fridays,’ a series of creative showcases that will highlight some of our city’s best All-Ages talent. Join them as they uplift young people of color, LGBTQ+ youth and their allies through music and community building. They'll be at the Welcome Dome in Pioneer Courthouse Square, made possible through a collaboration between the City of Portland Recovery & Events Action Table and Pioneer Courthouse Square. 4 - 10 p.m.
- Your local drag king boyband is here to offer a fusion of drag performances and karaoke!

- From Jim Dixon of Well Spent Market: My love of beans started early. Growing up, I’d eat Campbell’s pork and beans straight from the can at room temperature, and occasionally my mother would splurge and get B&M baked beans. I loved that sweet and tangy flavor, subtle from the tomato sauce in Campbell’s, more pronounced in B&M’s thanks to the molasses and vinegar. While most recipes call for a ham hock or bacon, pork isn’t really necessary. These beans use the Italian approach, called agrodolce, literally “strong and sweet” in Italian, and it comes close to that traditional flavor. (Willamette Week)

- Primary Election Day is approaching quickly in Oregon. Voters will need to either drop their completed ballot in a drop box or mail it by May 17. Here is a list of official ballot drop-off boxes for Multnomah, Clackamas, Washington, Marion, and Polk counties. Ballot drop-off locations for other Oregon counties can be found below the list. - Prospective homebuyers in Oregon can continue to send “love letters” to win over sellers in a competitive housing market. A federal judge on Wednesday permanently blocked a ban on the personal messages some buyers write to sweeten their offers on homes. The Oregon Legislature had approved the ban last year, saying such letters could aid sellers in illegally choosing buyers based on factors like race, color, religion, sex or sexual orientation, which would violate federal fair housing laws.
