Couple Charged with Dealing Heroin While Taking Baby for a Stroll

Seven-month-old girl is in protective custody.

They were a couple out for a walk, pushing their seven-month-old girl in a stroller through southwest Portland.

Only, Portland Police say, not only were they enjoying the warm weather, they were dealing heroin.

It happened around the intersection of Southwest 10th Avenue and Yamhill Street.

Portland Police says officers from a combined operation focusing on street-level narcotics dealing and usage noticed the couple and, upon further investigation, discovered heroin packaged for sale along with proceeds from drug sales.

Police say they also found narcotics paraphernalia in the diaper bag.

The girl was placed in protective custody.

Emanuel Rivera, 28, and Brittany Jones, 22, were booked into jail on charges of first-degree child neglect, delivery of heroin, and possession of heroin.
