A father is under arrest, charged with assaulting his five-week-old son and sending him to the hospital with traumatic injuries.Portland Police say that Samuel Dominick Phelps, 25, intentionally dropped his son on his head and throwing him into a chair over the weekend.The infant was hospitalized and is expected to survive.Phelps is charged with assault and criminal mistreatment.
