Walter Wayne Howard turned 61 on Wednesday and for his birthday was sentenced to 11 years in prison for killing a woman almost 28 years ago.Walter Wayne Howard pleaded guilty to manslaughter last week in connection with the 1988 murder of Renee Harvey.She was found strangled in her apartment.Detectives had suspected Howard but a lack of evidence stymied the investigation.A coupe of years ago, a detective - seeing the advances in DNA technology - had several pieces of evidences tested.A match was made and Howard was tracked down to San Diego where he was arrested.
