Man Arrested After Allegedly Locking Three Kids Outside in 20 Degree Temperatures

PORTLAND, OR — A 47-year-old man who locked three children out of his apartment in 20-degree temperatures is charged with four counts of first-degree criminal mistreatment and two counts of fourth-degree assault. Gary Kenneth Schaupp allegedly locked the children out of his apartment Tuesday night after returning home from a bar and assaulting two of his children, police said. One of the children called 911 about 10 p.m. Police found the kid, ages 13, 16 and 17, in the 16900 block of Southeast Powell Boulevard.
