Man Charged with Killing Pedestrian in Fatal Crash
A man from Camas is charged with striking a man from Vancouver on the streets of Portland, killing him.

A man from Camas is under arrest, charged with killing a man from Vancouver on the streets of Portland when he crashed his Ford pickup into him. William Rugg is charged with criminally negligent homicide.
Portland Police say that Rugg was driving Ford F-150 eastbound on Southeast Stark Street by Southeast 160th Avenue just after 5:30 Friday evening when he struck and killed 75-year-old Tony Joy.
Joy had been crossing Stark from north to south. He was in the crosswalk and there was a rapid flashing beacon that was working when the crash happened.

After the crash, Rugg pulled into a large parking lot and remained at the scene. Based on information learned during the investigation, Rugg was arrested and booked into jail. Additional investigation is being conducted by Traffic Division officers.
This is the 37th traffic fatality in the City of Portland in 2016.
