The property abutting the Peninsula Crossing Trail north of Lombard St. is owned by the Metro Regional Government. The property abutting the Peninsula Crossing Trail south of Lombard St. is owned by Portland General Electric. The city of Portland does NOT own any property on the Peninsula Crossing Trail.
For years Metro has refused to exercise its responsibility to the public that paid for the property through a Metro bond by directing the agency that Metro has hired to maintain their property, i.e. the Portland Department of Parks and Recreation, to remove campers.
For years Portland General Electric has refused to remove illegal campers from its property. The Oregon Utility Commission has ignored requests to compel PGE to enforce the no illegal camping on PGE property rules.
Metro has failed its stewardship mandate of public land under its control. PGE, in cahoots with the Oregon Utilities Commission has failed to uphold the law and protect its customers. These three public miscreants are the rightful targets of public outrage.
