Another witness who saw the incident from their car called 911 and followed Ma as he left the scene of the crash. The witness/911 caller helped officers locate Ma by providing updates on Ma's whereabouts as he drove through the neighborhood, police said.

Near the intersection of Southeast 130th Avenue and Southeast Mitchell Court, Ma reportedly drove into the witness' vehicle in an escape attempt. He was arrested shortly thereafter.

The southbound lanes on Southeast 122nd Avenue, south of Southeast Division Street, were closed, and two eastbound lanes of Southeast Division Street, west of Southeast 122nd Avenue, were also closed while officers investigated.
