Police watched a man on a bicycle look into parked cars with a flashlight. When they moved to question him, he rode off. They caught him.

A Portland Police Officer watched as Apollo Antoine Biggs rode his bicycle by cars around NW 6th Avenue and Glisan, using a flashlight to check out what was in the cars.
When the officer moved in to question him, concerned that Biggs was looking to break into a car, Biggs rode off.

Biggs was caught, taken into custody and booked on a variety of weapons charges. There was also a warrant for his arrest stemming from a hit and run.
Portland Police Spokesman Sergeant Pete Simpson said that while Biggs did not steal anything from a car, this is a good opportunity to remind people to leave the inside of their cars "showroom clean."

"Community members are advised never to leave valuables, including bags, purses, wallets, briefcases, laptops, tablets, cell phones, loose change or anything that may appear valuable to a thief in plain view," he said in a release.
Simpson also said people might want to watch a video that the Police Bureau released in 2009, "Confessions of a Car Prowler" in which a convict talks about what thieves look for.
