Police Community Oversight Board to Meet in Secret Location
Move seen as effort to end streak of disruptions.

The community oversight board formed to help monitor reforms in the Portland Police Bureau will hold it's next meeting in a secret location.
The move, which was first reported by The Oregonian, comes after the board has had several meetings marked by rancor and disruptions.
The agenda for the Community Oversight Advisory Board's meeting on Thursday makes it clear that ending the divisiveness is important.

After "welcome and introductions" the agenda lists "COAB priorities and the work moving forward."

After a break, the meeting then goes to "continuation of COAB priorities and the work moving forward."
The board says that while they are not disclosing where the meeting will be held, members of the public will be able to watch a video feed at the Portland Building.
The room will be set up to allow the public to comment.
The board, whose chair stepped down abruptly last month, was created in the wake of the city's settlement with the United States Department of Justice over how the police bureau deals with people with mental health issues.
After last month's meeting - which, for the second straight month, was ended before they could even get through the complete agenda - one member of the board suggested they take the summer off so they could regroup.
The Justice Department said a decision like that had to be made by the full board.
