It's part of a nearly $3 million plan to address housing and homeless issues. Last fall, Mayor Charlie Hales declared a "housing emergency" in the city.

For the homeless that can't get out of town, the city approved several measures to improve life here including new emergency shelters, a daytime storage facility for the homeless people to store their stuff, and money to manage city-sanctioned campsites.

The storage facilities have not gotten off to a smooth start, as OPB reported earlier this week.

The City Council also approved $1 million to help fund a Portland Housing Bureau program to help people who've recently become homeless.
