Portland Arts Tax Survives Court of Appeals Challenge
The Oregon Court of Appeals upholds the legality of Portland's Art Tax

The Portland Arts Tax is legal.
That's the ruling of the Oregon Court of Appeals, which Wednesday said the annual tax does not violate the state constitution.
The tax was approved by Portland voters in November 2012 and promptly faced a legal challenge arguing it was a head tax, which is prohibited in the state constitution.

A judge in Multnomah County ruled that since the tax is only imposed on people who have at least $1,000 per year and are at least 18-years-old.

The revenue from the tax gots toward helping pay for music and arts teachers but has fallen short each year as many have not paid.
