Portland 'Dreamer' Arrested Sunday Released by ICE Tuesday

Released on bond, Francisco J. Rodriguez Dominguez was allowed to return to his family. A "victory rally" is set for Wednesday, March 29.

PORTLAND, OR – The Portland ‘Dreamer’ who was arrested at his home by immigration officials Sunday has been released on bond.

Francisco J. Rodriguez Dominguez, 25, was released from the Immigration and Customs Enforcement (ICE) Northwest Detention Center in Tacoma, Wash., March 28, according to a statement from the American Civil Liberties Union (ACLU). Dominguez moved to the U.S. with his family when he was 5 years old. In 2013 he became a Deferred Action for Childhood Arrivals (DACA) recipient, joining the program that allows some undocumented immigrants who have lived in the U.S. since childhood to remain and seek employment..

Dominguez, a food pantry coordinator and soccer coach, was arrested without a warrant Sunday, March 26, from his southeast Portland home, ICE officials confirmed Monday. ICE spokeswoman Rose Richeson said the arrest was based on the guilty plea Dominguez submitted to courts for a Driving Under the Influence of Intoxicants (DUII) charge in December 2016. ACLU officials said Dominguez was nearly finished completing his DUII diversion program.

Advocacy groups Causa Oregon, the Latino Network, and the ACLU of Oregon credited the massive public response to his story for the quick turn of events, ACLU officials said.

“We are thankful to everyone who called to ask ICE to release Francisco,” said Mat dos Santos, legal director at the ACLU of Oregon. “The phone lines were jammed up all day yesterday and today. Yet again, people have shown that they reject the cruel policies of the Trump administration.”

The ACLU statement also announced a victory rally and “Know Your Rights” workshop scsheduled for Wednesday, March 29, from 5 p.m. to 6 p.m. at Holy Cross Episcopal Church, 17405 N.E. Glisan St. in Portland.
