Portland Police Captains Placed On Administrative Leave
Investigation dates back to last year and relates to their actions - or lack thereof - during internal investigations.

Two captains in the Portland Police Bureau have been placed on administrative leave as an investigation into their actions - or lack thereof - during internal probes nears a completion. The investigation started last year under the previous chief of police.

Captain Kevin Modica of the Youth Services Division and Captain Derek Rodrigues of the Family Services Division were also told to report to the personnel division, according to a statement sent to the bureau by Chief Mike Marshman.

Modica had been an assistant chief under previous chief of police, Larry O'Dea, and Rodrigues had been the head of internal affairs. Both were transferred after O'Dea retired under pressure and Marshman took over.
Sources tell Patch the investigation started around one year ago after an administrative assistant filed a complaint with the city's human resources department that the bureau's diversity manager had made harassing and race-infused inappropriate comments to her. The assistant had complained to higher-ups in the bureau but no action was taken.

Investigators are also looking into why neither of them started a probe after O'Dea, while on a trip with friends, accidentally shot one of them.
"I understand that many of you have questions, but as with any internal personnel matter, I cannot share additional details at this time," Marshman said in his message to the bureau.
