Portland Police have arrested 55-year-old Franklin Dobny, charging him in connection with the death of a teen bicyclist.
Donny is charged with manslaughter, reckless driving, and DUII.
The incident happened just before 4PM Saturday in the area of SE Center Street and Southeast 142nd Avenue.
