Portland Police have identified the murder victim found on the street in Northeast Portland Sunday night as 29-year-old Luccas Demetrius McNeil.The Multnomah County Medical Examiner says he was shot to death.Police had responded to reports of gunfire just before midnight on the 2100 block of Northeast 81st Avenue. There, they found a man McNeil dead in the street next to a vehicle.   Witnesses told police they heard gunfire and then a car speed away.  This is the 11th homicide of the year in Portland.Police say they do not know who would have wanted to kill McNeil.
