Portland Rehires Police Official Who Retired Rather Than Be Demoted

Donna Henderson, who was being demoted to captain from interim chief, is back at City Hall.

A police official who retired rather than accept a demotion to captain has been rehired by the city of Portland.

Donna Henderson, who served as interim chief of the Portland Police Bureau for about one month, will be the city's interim coordinator of the liquor licensing program in the Office of Neighborhood Involvement.

The hire was first reported by Willamette Week.

Henderson had been appointed interim chief of the police bureau after Chief Larry O'Dea was placed on leave after he shot a friend and then lied about it.

When O'Dea retired weeks later, Mayor Charlie Hales appointed Michael Marshman the new chief.

Marshman announced he would be demoting or reassigning Henderson and three other officials who were under investigation for allegedly violating bureau policy by not reporting what they had been told by O'Dea.

Henderson chose to retire instead of accepting the demotion.
