A former manager with Portland Fire and Rescue will receive $5,000 from the city to settle a lawsuit he filed against the city.Brian Alcid had accused then-Chief Erin Janssens of grabbing him by the neck and shaking him during an argument.The incident happened in December 2013 as the two discussed budget issues.Alcid filed a $47,500 suit against the city in October, 2015.The settlement was first reported by The Oregonian.
