PORTLAND, OR — A 52-year-old woman is the second person to die of hypothermia on the streets of Portland. Identified as Karen Lee Batts, public records show she was evicted from an apartment complex for low-income seniors in October. The first person to die of exposure this winter also was evicted from public housing.
