Montco Woman Sold Stolen Victoria's Secret Items Online In Multiple States: PD

EASTERN MONTGOMERY COUNTY, PA — A Cheltenham Township woman has been charged in a retail theft scam that operated in several states and generated over $152,000 in online sales, court records state.

Tiffany R. Halley, 41, of Cheltenham — who also went by the aliases of Tiffany Rae Cannon and Tiffany Ellison-Cannon — ran an eBay store called “halley_boutique” that sold heavily discounted Victoria's Secret merchandise, much of which authorities allege was stolen, according to a criminal complaint filed in Jenkintown District Court.

The complaint states that Halley completed 3,332 sales between December 2022 and February 2026, with about 60 percent of the sales from the online store involving Victoria’s Secret products.

Halley sold the merchandise at an average discount of more than 83 percent off retail value, defrauding Victoria’s Secret of more than $923,000 in retail value, the criminal complaint reads.

Cell phone data analysis showed Halley traveled to at least nine Pennsylvania Victoria’s Secret locations, including stores in Willow Grove, King of Prussia, and Philadelphia, a combined 97 times over one year, with additional visits documented in several other states, the complaint states.

Surveillance footage reviewed by investigators showed Halley visiting at least 31 Victoria’s Secret stores across six states, Pennsylvania, New Jersey, New York, Maryland, Virginia, and Connecticut, between May and October 2025, the complaint states.

Authorities allege Halley entered stores alone, filled a mesh shopping bag with merchandise, concealed it with larger clothing items, and took it into fitting rooms before exiting without paying.

On May 9, 2025, the store manager identified the “halley_boutique” eBay store, which listed its location as Cheltenham, near stores experiencing high inventory losses, according to police. Suspecting the merchandise was stolen, the store manager made an undercover purchase of 200 pairs of panties for $675, the complaint states.

The complaint said that when the shipment arrived, it was traced to the 200 block of Ryers Avenue in Cheltenham and labeled under the name Tiffany Ellison-Cannon.

Tracking technology embedded in the garments, investigators determined that 178 of the 200 items had been stolen from six different Victoria’s Secret stores in Maryland, New Jersey, and New York between March and May 2025.

Authorities conducted additional undercover purchases, confirming that merchandise sold through the account consistently originated from stores across Pennsylvania and beyond, including locations in Wyoming Valley, Reading, Whitehall, and Dickson City.

All packages sold through the eBay store listed Halley’s Cheltenham address as the return location. Investigators later conducted surveillance at the home and observed her packaging and shipping merchandise from the property, the complaint states.
