Spoon Pen Doesn't Walk

A very strange pen greeted me when I signed in at a school registration desk recently.  

I asked the guard for the story that could explain why a plain white plastic spoon was taped so definitively onto the pen.

Cheltenham School Safety Officer John Furlong replied that he'd lost too many pens to visitors.  He hasn't lost this one.
