  • Citizens United, the 2010 landmark decision by the United States Supreme Court, held that the First Amendment prohibited the government from restricting political expenditures by corporations and unions.


James Browning is Common Cause’s Regional Director for State Operations. He has authored numerous reports on the role of money in shaping public policy and elections, including “Deep Drilling, Deep Pockets,” a study of political spending by the natural gas industry. He co-founded Our Philadelphia, a website that tracks top donors to elected officials from Philadelphia. From 2005-08, he helped lead successful Clean Indoor Air campaigns for the American Cancer Society in Maryland and for PennPIRG in Pennsylvania. He is a graduate of Brown University and holds an M.A. from the John Hopkins University, where he was a member of the Writing Seminars Faculty from 1999-2001. Mr. Browning first joined Common Cause in 2001 and served as Executive Director of the Maryland chapter until 2005. From 2008 until March 2011 he served as Common Cause’s Mid-Atlantic Director for Development.
