When first responders arrived, troopers said they had to force their way into the home, where they found a deceased woman. Once inside, troopers discovered "deplorable living conditions" inside the residence, including kitchen pans filled with feces and urine, piles of dirty diapers, and urine-soaked blankets, according to the report.
Additionally, state police said troopers saw Carter throw a young child across a room and step on the deceased woman's body multiple times as he paced through the house.

According to a criminal complaint obtained by the Gettysburg Times, police said Carter refused to talk to them about the woman's body and became agitated before he threw the child.
Police said two children, ages 3 and 1, were in the home at the time of the incident, the Times reported. Police also reported finding a white, powdery substance on a dresser and urine-soaked blankets inside a crib in the home, according to the Times.
Eventually, Carter admitted to other acts that would "outrage ordinary family sensibilities," according to state police.
Carter was arrested and taken to Adams County Prison, where he is being held on $50,000 bail, according to court documents. A preliminary hearing is scheduled for March 13.
