Mom Left Son In PA With No Heat, Running Water, Moved To NJ: Police

The boy was living in a house with pets and told police the mother sometimes sent him money, or a message online.

MANHEIM TOWNSHIP, PA — Officials said a woman moved from Lancaster County to New Jersey, and left her teenage son to fend mostly for himself for weeks, with no running water or heat.

Police in Manheim Township first issued a warrant for 45-year-old Tiffani Chanel Bogroff on Jan. 12, for endangering the welfare of children. She was arrested Saturday, Jan. 27 in New Jersey; officials said Wednesday that they are awaiting her extradition back to Pennsylvania.

Someone called for a welfare check at a North President Avenue address in Manheim on Jan. 12, and said a minor boy had been living at home alone for about a month, according to police and reports.

Officers met with the 15-year-old victim, who indeed told police Bogroff moved to New Jersey about a month ago with her boyfriend. He said she only returned occasionally, without the child knowing when.

Police said the boy only communicated with Bogroff on the Messenger app, and got money occasionally through CashApp.

The juvenile had access to food, but the house reportedly had no heat except for a space heater, and had no running water or gas service. The house was cluttered, with trash and spoiled/rotten food inside, police added.

The boy was also taking care of two dogs and a cat, said police.

The child said he sometimes attended school, but found it "difficult to wake up in the morning" since he was alone, added township police.

"A relative reported that they periodically took the victim to the grocery store and brought them to the relative’s home to shower and wash clothes," police said.

When questioned, officials told CBS 21 that the victim's grandmother claimed Bogroff "abandoned" her son, the report said.

Manheim Township police said Bogroff was arrested by Pennsville Township officers, and is being held in the Salem County Correctional Facility.
