Arrest Made In Fatal Street Road Hit-And-Run
Breaking: James Howell, 48, has been charged with driving at the time of the Nov. 27 fatal accident that killed Jess Kurtz of Bensalem.

The man police say was behind the wheel when he hit and killed a teen pedestrian from Bensalem on Street Road late last month has been located and charged, according to authorities.
James Howell, 48, of Philadelphia has been charged with driving at the time of the fatal accident on Nov. 27 that killed Jess Kurtz, 19. The crash happened on Street Road in the area of Philmont Avenue. Kurtz's boyfriend, Will Vanarsdale, was also hit.
Police had been seeking the driver since he left the scene of the accident. According to police, Howell got out and helped Vanarsdale move Kurtz from the road before getting into his truck and leaving.

He was driving a two-tone maroon and tan or gray pickup truck when he fled eastbound on Street Road into Bensalem, police said.
He was located near 52nd Street and Haverford Avenue in West Philadelphia Thursday afternoon by members of the United States Marshals Service and the Lower Southampton and Philadelphia Police Departments.

Howell reportedly admitted to driving at the time of the crash. He said he had a green light and tried to avoid them but couldn't, The Bucks County Courier Times reported. He told authorities he left because he panicked, that report said.
He is being held at Bucks County Prison after being unable to post bail, which was set at $250,000. His preliminary hearing is scheduled for Dec. 20.
