On Feb. 9, 2024, at 4:45 p.m., a Warrington Police Officer observed a suspicious man, later identified as Andrew Fehrle of Philadelphia, in front of the Target store.

A short time later, police said Fehrle met up with Katie Testa, also of Philadelphia. The two exhibited more suspicious activity and ultimately got into a vehicle with an Uber sign in the window, police said.

Police stopped the vehicle and began an investigation that revealed that Fehrle and Testa had purchased $400 worth of gift cards at Lowe’s with a credit card, which they were unable to produce.

After releasing Fehrle and Testa, officers continued their investigation which revealed that the two stole the identity of a woman in South Carolina and opened a credit card in the victim's name. The two then racked up $7,000 in purchases on the fraudulent card.

Testa has been charged with identity theft, a second degree felony; theft by unlawful taking, a third degree felony; access device fraud; and receiving stolen property, a third degree felony.
